One Metro West Project Update

On June 15, 2021, City Council approved by a 5-1 vote General Plan Amendment GP-20-01, Master Plan PA-19-19, and Tentative Tract Map No. 19015. The City Council also certified the project’s Final Environmental Impact Report (SCH. No. 2019050014) and adopted a Statement of Overriding Consideration. In addition, City Council gave first reading to and introduced Ordinance Nos. 2021-11 (Development Agreement DA-20-02), 2021-12 (Rezone R-20-01), and 2021-13 (Specific Plan SP-20-01).

Subsequently on July 20, 2021, City Council gave second reading of Ordinance Nos. 2021-11, Ordinance No. 2021-12, and Ordinance No. 2021-13.

Pursuant to Costa Mesa Municipal Code Section 13-200.104, the project's final approvals are subject to a vote of the people.

City Council Hearings

Zoom Webinar: Information to sign in to the City Council meeting will be provided on the agenda. Members of the public who wish to submit a written comment may submit your comment via email to the City Clerk at cityclerk@costamesaca.gov and they will be provided to the City Council, made available to the public, and will be part of the meeting record. Any written communications, photos, or other materials for copying and distribution to the City Council that are 10 pages or less, can be e-mailed to cityclerk@costamesaca.gov, submitted to the City Clerk’s Office on a flash drive, or mailed to the City Clerk’s Office. Kindly submit materials to the City Clerk AS EARLY AS POSSIBLE, BUT NO LATER THAN 12:00 p.m. on the day of the hearing, May 4, 2021. Airport Land Use Commission (ALUC)

One Metro West is located within the Airport Environs Land Use Plan (AELUP) and subject to a consistency determination by ALUC prior to City Council decision. On Thursday, June 18, 2020, ALUC determined that the project is consistent with AELUP and requested a disclosure notice to the future tenants related to the aircraft and helicopter noise as part of project approval.

Planning Commission Hearings

The Planning Commission held the first public hearing for the project on April 13, 2020 and continued the item to the April 27, 2020 meeting, which was later cancelled. The notice of cancellation can be found here.

The project has been scheduled for the next regular meeting of the Planning Commission on May 11, 2020 at 6 PM. The Planning Commission will consider the project including the Final Environmental Impact Report (FEIR) and will ultimately make a recommendation to the City Council. The City Council will have additional public hearings regarding the project which will be noticed separately.

PUBLIC COMMENTS: Due to circumstances surrounding COVID-19, City Hall and the Council Chambers are closed to the general public. Please refer to the Planning Commission meeting agenda for instructions regarding how to participate in the meeting during COVID-19. Members of the public are encouraged to observe the Planning Commission meeting live on COSTA MESA TV (SPECTRUM CHANNEL 3 AND AT&T U-VERSE CHANNEL 99) AND ONLINE AT youtube.com/costamesatv. Members of the public may email written comments to PCPublicComments@costamesaca.gov.  Members of the public may also leave a comment via voice message up to three minutes by calling (714) 754-5327, prior to 5:00 p.m. Voice message comments will be transcribed. Hardcopy comment letters may be submitted in person to the City Clerk’s Office at City Hall Monday through Thursday 8 AM to 5 PM. Please call the City Clerk’s Office at (714) 754-5225 to make arrangements. Each comment received prior to the agenda being posted online will be distributed to the Planning Commission in advance of the meeting. Each comment received after the Planning Commission agenda is posted online will be read into the record during the hearing up to the time limit of three minutes. Any portion of the comment not read aloud due to time restrictions will still be included in the record. Any photos, PowerPoints or other materials for distribution to the Planning Commission must be 10 pages or less and submitted to the City as described above NO LATER THAN 12:00 PM on the day of the hearing. If you challenge this project in court, you may be limited to raising only those issues you, or someone else raised, during the public hearing or in written correspondence submitted to the City, during or prior to, the public hearing.

Notice of Availability (NOA):
The Draft Environmental Impact Report (EIR) will be available for public review and comment beginning on February 7th, 2020 and ending at 5:00 p.m. on March 30, 2020.

Other Project Documents

The proposed mixed-use One Metro West Project consists of the development of 15.23 acres located at 1683 Sunflower Avenue which includes:

  • residential with up to 1,057 rental dwelling units,
  • 6,000 square feet of specialty retail,
  • 25,000 square feet of creative office, and
  • recreational uses.

The proposed development and the associated entitlements including the Environmental Impact Report (EIR) will be subject to final review and approval by the City Council.

Notice of Preparation (NOP):

The NOP will be available for a 30-day public comment period from May 23, 2019 through June 21, 2019.

Project Timeline:

The proposed project requires the preparation of an EIR and the following entitlements: a General Plan Amendment, a Zone Change, a Specific Plan, a Master Plan, a Development Agreement, and a Tentative Tract Map. The City of Costa Mesa is preparing the project-level EIR.

General Plan Screening: At the March 5, 2019 City Council meeting, City Council approved the General Plan Screening which allows the proposed project to move forward with the environmental and entitlement review process. EIR: The Notice of Preparation period for the project's EIR will begin on Thursday, May 23, 2019 and will end on Friday, June 21, 2019. The public scoping meeting will be held on June 5, 2019 at the Costa Mesa Senior Center. For more information on the public scoping meeting, please refer to here. This is the first step of preparation of a Draft EIR which is anticipated to be circulated for public review in late 2019.

Planning Commission and City Council: The final EIR and associated entitlements will be presented to the Planning Commission and other City Committees (including the Bikeway and Walkability Committee and Parks, Arts and Community Services Commission) to, as appropriate, make a recommendation to the City Council. The City Council is the final approval body for the proposed project.

Measure Y: Pursuant to Measure Y, after final approval by the City Council, including all CEQA review, the voters of the City must then approve the project at either a general or special election.
