What Will Measure K Do? measure x page

✔  Preserve single-family neighborhoods and other residential communities: This measure has no impact on the type of development or renovations that are currently allowed in our residential neighborhoods.

Restrict development to commercial and industrial areas along specific corridors: Focus growth along major commercial and industrial corridors – not your local neighborhood.

Remove regulatory hurdles to provide housing that is more affordable for middle- and working-class families, seniors and individuals: Existing City regulations create hurdles that make it difficult to build affordable housing, and for businesses, non-profits, and other organizations to invest in Costa Mesa.

Require developers to pay impact fees for traffic, parks, and open space: Developers will have to pay their fair share, including contributing development impact fees to improve streets and relieve traffic congestion and improvements of the City’s various parks and the preservation of open space.

Maintain local control in planning decisions: This measure will ensure Costa Mesa controls what can and can’t be built in the community, not the State.

Measure K was approved by voters, this measure will only affect specific corridors and provide for housing in existing industrial, commercial, and mixed-use areas along key corridors such as Newport Blvd., Harbor Blvd., and north of the I-405 freeway. It will also enhance the public review process by requiring a public community visioning process.

This measure allows for a new vision for these major corridors with unique and vibrant shops, restaurants, and businesses that enhance property values and improve our quality of life. These enhancements will also preserve Costa Mesa's existing diverse neighborhoods.

The high cost of housing makes it challenging for cities like Costa Mesa to attract teachers, police officers, firefighters, and other professionals. It’s our duty to provide an opportunity for current and future generations to find affordable housing in the community they grew up in. This measure allows the City to plan for more places to live at all income levels to meet the needs of our community.

The Revitalization and Residential Neighborhoods Protection Measure would update City regulations to address these issues and allow the City to meet Costa Mesa’s housing needs, revitalize major corridors, and bring increased economic activity in support of City services.

Transparency and Accountability

Transparency and accountability are important pieces of this measure. The measure will ensure that any changes to land use plans include a thorough community visioning process, public review and comment.
