At the March 19 meeting, City Council awarded a Public Works Agreement for construction on Adams Avenue from Royal Palm Drive to Santa Ana River and Royal Palm Drive from Adams Avenue to Elm Street. This street improvement project will be the City’s first project under the Community Workforce Agreement (CWA). The CWA promotes efforts to increase employment opportunities for residents of Costa Mesa, and to facilitate training and employment for the City’s students and veterans in the construction trades through apprenticeships and to encourage efficiency in construction operations.

Major roadway construction will begin during the week of April 22, along Adams Avenue and Royal Palm Drive. This work will involve minor median island modifications on the easterly side of Mesa Verde Drive East and Adams Avenue intersection; grinding of existing pavement, replacing damaged localized pavement sections and new asphalt Other work includes utilities adjustment, street striping, traffic signal loop installation, etc. During the project, access to portions of the road might be temporarily restricted. However, two-way traffic and access to the businesses will be maintained.  Work will be during Monday through Friday between 7 a.m. and 5 p.m.

“NO PARKING” signs will be posted 72 hours in advance of the actual start of construction, indicating the dates and times in which vehicles may not park in the work areas. Parking restrictions will be posted only when required. The construction schedule is tentative and subject to change due to weather conditions and other factors but it could take up to eight weeks.  The Public Works Department is committed to serve its residents and community stakeholders in repairing, maintaining, and enhancing the City’s infrastructure and appreciates the cooperation from the residents in following all traffic control, parking restrictions and posted signage throughout the duration of this project.
