The City of Costa Mesa's strategy is focused on providing assistance at the local level to address a larger regional responsibility of ending homelessness in Orange County. The City provides direct assistance to Costa Mesa residents who are homeless or at-risk of homelessness and that meet specific criteria.

Costa Mesa “Live, Work, School” Ties

A Costa Mesa resident is an individual or family with at least one member who has lived or worked in Costa Mesa for the preceding 36 months at the time he/she is assessed for residency by City staff or affiliated volunteer organizations. Additionally, Costa Mesa ties can be established if a member of the household currently attends a school located within the City limits. Any exceptions to this definition that surface as a result of extraordinary circumstances shall be considered on a case-by-case basis by the chair of the Network for Homeless Solutions (NHS) in consultation with Network members.
